To advance the Higher Education Sprout Project, these principles are established to comprehensively enhance the quality of universities and colleges, promote diverse development, and support institutions in pursuing world-class status and developing research centers. The project focuses on improving teaching quality and learning outcomes, strengthening academic research, cultivating international and innovative industrial talent, and encouraging institutions to build diverse capacities on this foundation.
The Higher Education Sprout Project is structured around two main pillars:

Part 1
To comprehensively enhance the quality of universities and promote diverse development in higher education, NCKU aligns with the United Nations Sustainable Development Goals (SDGs) and benchmarks the practices of leading universities worldwide. The University has devised a five-year development strategy focusing on educational innovation, research advancement, industry–academia collaboration, internationalization, and social responsibility.
University Social Responsibility (USR)
Centered on addressing social issues, USR emphasizes how universities interact and collaborate with society to respond to social needs, enhance well-being, and actively contribute to social development. Through interdisciplinary teaching and social practice, NCKU connects with local resources, cultivates students’ sense of responsibility, and channels research and learning outcomes back to society.

Hierarchical Green-Energy Materials Research Center
The Center integrates R&D, talent cultivation, and clinical application to drive innovative medical devices and entrepreneurship. As the only product- and start-up-oriented center in Taiwan, it advances translational research while fostering innovation and industry impact.
Center of Applied Nanomedicine
The Center brings together NCKU’s resources to promote nanomedicine research and industrialization. By strengthening domestic and international collaboration, it seeks to become a leading hub for nanomedicine applications and advanced talent cultivation in Taiwan.
International Center for the Scientific Development of Shrimp Aquaculture
Focusing on high-value shrimp species, the Center develops disease-resistant broodstock and smart aquaculture technologies. Its mission is to boost industry efficiency, address disease challenges, and contribute to global food security.
Medical Device Innovation Center
The Center brings together NCKU’s resources to promote nanomedicine research and industrialization. By strengthening domestic and international collaboration, it seeks to become a leading hub for nanomedicine applications and advanced talent cultivation in Taiwan.

Dedicated to both fundamental research and innovative applications, the Center develops programs from high school to doctoral levels. It nurtures future R&D leaders by providing progressive training pathways tailored to emerging needs in quantum science.
Orchid Research and
Development Center
The Center unites industry, government, academia, and research to advance orchid-related research and applications. It supports industry problem-solving, promotes research outcomes to growers and the public, and serves as a key bridge for collaboration.
